COMMITTEE STANDING RULES
Standing Rules of the Social Committee
of The Graduate Students Association
of The Catholic University of America
Article I: General Provisions
A. The name of this Committee shall be the Social Committee of The Graduate Students Association of The Catholic University of America, hereinafter called “the Committee.”
B. The Committee shall be composed of at least 3 permanent members, including the Committee Chair. The other two members are officially designated vice-chairs of the Committee. The Committee Chair must be a member of the GSA Senate.
C. The Committee shall include those temporary members as is deemed appropriate by the Committee.
D. Only one representative from any one department or school with regular membership will be permitted to sit on the Committee, excluding the Chair.
E. A quorum will be defined as a majority of the members of the Committee including the Committee Chair. The attendance of a quorum must be met in the Committee in order that the Committee votes be binding.
F. Committee votes shall be binding if they obtain a simple majority of all valid votes cast.
G. Non-members of the Committee may not sit in during Committee meetings unless approved to do so by a 2/3 majority of the Committee.
Article II: Responsibilities
A. The responsibilities of the Committee shall include initiating, planning, and conducting activities of the GSA which are primarily of the social nature.
B. All planning of activities for the GSA which are primarily of social nature will originate through the Committee. The planning shall include that scheduling, budgets, attendance, location, safety, and propriety of the activities.
C. After the planning of the activities, the Committee shall gain the approval of the GSA Senate for these activities.
Article III: Normal Activities
A. The Committee shall initiate, as well as receive recommendations for, potential GSA social activities.
B. The Committee shall study the feasibility of each potential activity, with regard to the planning of the activity (i.e., scheduling, budget, attendance, location, safety, and propriety).
C. The Committee shall report to the GSA Senate concerning each activity, and shall put motions to the Senate on each activity. Approval by the Senate shall include a budget ceiling and at least a tentative schedule.
D. The Committee shall finalize arrangements with all parties involved with the activities; including, if necessary university counsel.
E. The Committee shall be responsible for all publicity for the activities.
F. The Committee shall arrange for payment of all expenses of the activities through the GSA treasurer.
G. The Committee shall conduct the activity.
1. In an emergency, the Committee may cancel the activity on its own authority and then must provide a full report to the GSA Senate at the next Senate meeting.
2. Each activity sponsored by the Committee shall be conduct as approved by the GSA Senate.
3. All aspects of conducting each activity, including decoration and clean-up, shall be the responsibility of the Committee.
H. The Committee shall report to the GSA Senate concerning the entire activity, including its budget, their comments, and comments of those attending.
Article IV: Amendments
A. These Standing Rules may be amended by a 2/3 majority vote of the permanent Committee.
